WP_REST_Plugins_Controller::create_item_permissions_check() WordPress Method

The WP_REST_Plugins_Controller::create_item_permissions_check() method is used to check if the current user can create a new plugin. This is determined by whether the user has the "edit_plugins" capability. If the user does not have this capability, then they will not be able to create a new plugin.
