File_Upload_Upgrader::__construct() WordPress Method
The File_Upload_Upgrader::__construct() method initializes the file uploader. It takes two parameters: $file and $url. The $file parameter is the absolute path to the file to be uploaded. The $url parameter is the URL of the WordPress site.

Construct the upgrader for a form.
