Walker_Nav_Menu_Checklist::start_lvl() WordPress Method
The Walker_Nav_Menu_Checklist::start_lvl() method is used to start the display of a navigation menu checklist. This method is called when the menu is first displayed.

Starts the list before the elements are added.
